Emphasizing on the true partnership between government agencies in Sana'a and Aden, the private sector, civil society organizations, humanitarian response partners and all concerned parties, and the use of time to work in a unified and organized manner. Civil society organizations in Yemen are following with great concern the global spread of the "Corona" epidemic, reaping more victims and injuries, and its destruction of the economy of major countries, in addition to the World Health Organization's warnings of inaction in the face of the epidemic and "preparing for a large-scale transmission of infection."
Although Yemen is free of any confirmed infection with the virus until this moment, the continuation of the war and internal fighting for the sixth year, and the divisions between the Yemeni parties represent a great challenge, and foreshadow dire consequences for the country whose health system is facing an almost complete collapse, and most of its residents lack food and clean drinking water.
In order to avoid the disaster, we demand that everyone deal responsibly with the dangers and grave consequences of the epidemic, and we declare:
1- Our support for the United Nations calls for an end to the war and armed conflicts in Yemen, and devotion to confront a possible outbreak of the virus. Implement an emergency and coordinated response to protect Yemenis.
2 - We call on the United Nations and international organizations to maintain the continuity of humanitarian operations in Yemen and to provide more life-saving assistance to millions of Yemenis, especially in light of these extremely complex circumstances and risks.
3- We warn that the international community has abandoned its humanitarian responsibility towards Yemen, which will double the risks of the outbreak of the Coronavirus, and it will be difficult to contain it with the dilapidated health system and lack of resources.
4- To expedite the formation of a joint emergency committee between Sana'a and Aden, in real partnership with the private sector, concerned international organizations and civil society organizations, and to work in concert to confront the possible outbreak of the Coronavirus and limit the repercussions resulting from the epidemic.
5- Providing temporary hospitals to isolate and care for those infected with the virus, and provide quarantines with all medical equipment for diagnosis and treatment, shelter and food services, and provide safety tools for doctors and health workers.
6- Communicating with donor countries, international organizations and funds to provide funding for “health security” in Yemen at this stage, in order to maintain basic health services, whose neglect may have a disastrous impact worse than the outbreak of the Coronavirus.
7- Alignment with the Humanitarian Fund in Yemen to allocate the largest amount of support in its humanitarian response plans to health, water, sanitation and hygiene.
9- Expansion of the "Minimum Health Services Package Project" funded by the World Health Organization, which provides basic health care to millions of Yemenis, meets the urgent needs of the most vulnerable groups, and preserves the health system from complete collapse.
10- Paying the salaries of all civil employees and retirees, and transferring social security assistance to poor families. What enables these groups to withstand the repercussions of the global pandemic.
11- Providing commercial and credit facilities to the private sector to provide citizens with food and basic commodities needs.
12- Involving the private sector and local producers in providing health protection equipment and supplies. Due to the limited quantities of it in Yemen and the global shortage.
13- We demand that all Yemeni embassies and consulates follow up the conditions of Yemenis abroad and provide them with the necessary care.
14- We warn against complacency, underestimating the seriousness of this epidemic in light of its rapid spread, and we call on Yemenis to adhere to the precautionary measures approved by the emergency committees and local authorities, and to tighten safety measures in all ports. And avoid gatherings in markets, mosques and stables.
